Critical Table
Criticals determines what happens when weapon hits and penetrates.
The critical check happen after the damage is dealt, so you can instant kill full health units IF you bring them down to low health AND hit a kill critical.
Only penetrated shots can get criticals.
The game has three levels of health, Green, Yellow, and Red.
After some brief tests and looking at the stats, here are the exact values
Green: 100%-40% HP
Yellow: 40%-5% HP
Red: 5%-0% HP
The number next to the health values are called the "weights" by game, most of them seems to add up to 100, so I consider this the percent.

Additional Critical Tables
Definitions
Infantry
No Critical: Nothing interesting happens; soldier takes the full damage on hit.
Hit Critical: Same as No Critical, no addition effects when tested.
Make Casualty: Soldier is down, on the ground rolling, can be picked up by medics.
Soldier Killed: Soldier killed, cannot be recovered.
Burn Death: Soldier BBQed.
Out of Control: A variant of Burn Death, soldier will run around while on fire.
Soldier Sniped: Soldier gets a bullet in the head, loses his helmet.
Soldier Sniped (Alive): Soldier gets sniped, but will not die.
Soldier Sniped (Casualty): Soldier gets sniped; falls to the ground can be picked up by medics.
The reason for three types of Sniped Critical is so the sniper shot will always trigger the onscreen message pop up and the blip on the mini-map.
Vehicles
No Critical: Nothing interesting happens; vehicle takes full damage on hit.
Out of Control: One of the two death events, vehicle will drive out of control on hit, there are 2 speeds, fast and slow.
Make Wreck: Second death event, just blows up on hit.
Engine Damage: Engine Damage on hit, vehicle moves at 40% of its default speed.
Engine Destroyed: Engine Destroyed on hit, vehicle moves at 10% of its default speed.
Lose Tread/Wheel: Lose the tread(s) or wheel(s), cannot move.
Secondary Gun Destroyed: The MG gunner add-on is killed on hit.
Main Gun Destroyed: Main gun disabled on hit.
Engine Damaged (Halftrack and Vehicle): Engine Destroyed on hit, vehicle moves at 10% of its default speed and receives a 1.35 Received Accuracy penalty.
*Engine Destroyed (Halftrack and Vehicle): Engine Damaged on hit, vehicle moves at 40% of its default speed and receives a 1.25 Received Accuracy penalty.
* Excludes light vehicles
Others
Empty Emplacement: Kills the crew of the emplacement. It can now be captured.
Destroy Building: Destroy the target building.
Flamethrower Destroyed: Destroyes the flamethrower tank. Kills the infantry and causes an explosion.
Headshots...
People ask about this a lot. You can call it lucky shots or head shots, its the same.
Infantry can be killed before his health in the red. Usually happens when he is at 60% health or lower.
Some weapons does this better, for example grenades (assault grenades excluded) has a 50% chance to kill in the yellow zone, regardless where it lands or how much damage it does.
