I have designed a different test to test some additional theories I didn't know existed, using the following custom map.

Diagonal sectors are not connected; fuel points are modified to give 0 manpower and 10.0 fuel (not 10.9998 in the regular game).


Capture Orders (Total Income: 130 Fuel, X=Not Captured):
             
The tests involve the capping orders shown above, enemy Vampire Halftrack is used and the results are identical:

Conclusion:


Sector resource is the key to resource gain, earlier tests also suggested that it is more profitable to steal from higher resource points, strategic points only yields 1.5 manpower.
Order of capture is the key to resource denial, the first sector captured will be the juiciest target. Distance to HQ is irrelevant.
You cannot gain or deny resources in un-connected sectors.

To maximize your gain and deny the enemy as much resource as possible, choose the sector that was captured early in the game and/or contains the most resources.
It is possible to track the entire capping order, and find out which point is captured first, the answer is in your tactical map (don't have to but it's easier). Select a unit that can capture points, open the tactical map and hover your pointer over any point in the Fog of War. If your cursor is a , then point is uncaptured or already captured. If it is a , then the point is currently being captured.
